I don’t think it does. There are many ways to organize people and not all of them incide letting idiots chose what’s best for the majority. Democracy is a kind of politics that mistakes decision-making for collaborate building.

Well, each patch is its own separate ideology or 'whatever-it-wants-to-be'. However, this only work if no patch proceeds to dominate other patches. Sure, have your fascist patch, just don't expect to invade other patches - this is where the work part comes in.

So, each patch has to somewhat agree that it won't disturb the inherent initial nature of other patches. This agreement itself has to be ideological....

I once saw a proposal to give each patch a single nuke. and it could only be launched if 2 more neighbouring patches agree to its use. but its in the context of zero tolerance towards territorial expansion. lol

democracy is limited to human political relationships, at least a crazy patchwork would mean negotiate senses throw encounters with intensities, even with non human agencies that being said maybe those encounters could influence its diverse constitutions
