Deterrents in general seem like they could be especially succeptible to this. Also anything that keeps exponential effects from exploding (e.g. vaccines). Easy not to see the impact.

Maybe try to name it after a famous instance of this, similar to the etymology of "cobra effect"? The one jumping to mind is the ban on CFCs, but "CFC fallacy" doesn't sound super catchy to me
