my old-man-yelling-at-cloud response: i feel like we hit a peak in desktop/web literacy amongst students maybe a few years ago ... now that everyone is on mobile/cloud-services people just aren't as used to creating their own artifacts (e.g., webpages, etc.)

Yes, for a lot of students I am just finding a LinkedIn when I search for them. It's also important to have a LinkedIn, but it doesn't provide the same kinds of details as a personal website. I want to be able to click through on to all a student's publications, etc.

Is this useful for PhD applicants too? I can probably throw something together today if it means it’ll improve my chances.

It's probably a good idea, especially if you have any projects (publications, videos, apps, other artifacts) to share on the website that would be relevant to your application.

LinkedIn + GitHub + Google Scholar could work in a way you point out, and they can be more efficient than a webpage for both parties.

A good GitHub page is a great way to showcase projects, I agree. I don’t think Google Scholar replaces curating your own pubs website, though, as it is often incomplete, not organized thematically, and hard to pinpoint for people with common names.

I saw it mentioned below, but GitHub is a pretty good (cheap/easy) option for this. Write your "cover" page in your README, and it's the first thing people will see.
