I think this has more to do with POTUS not wanting to go to one of *those* countries.
POTUS staying home: @PressSec says he is not traveling to Peru for Summit of the Americas or Colombia; VP going instead at POTUS request: “The President will remain in the United States to oversee the American response to Syria and to monitor developments around the world.”
