National archives and record laws and such. The POTUS twitter handle is an official record of his presidency and goes into the archives. The other is just his personal acccount. So they have POTUS acct RT all his tweets to preserve those as official records. I think.
One thing I will never understand is why there is a @realdonaldtrump Twitter account and then a separate @POTUS account that just retweets @realdonaldtrump

it's because trump doesn't see himself as a public servant and doesn't want to remind anyone of that fact generally, because it cuts against his claims to absolute power and his individual authority as well as helps foster the fake image of him as a so-called political outsider
