To be fair, Putin is much less dictatorial vs. e.g. Obama who has waged 6 more illegal wars than Bush without parliamentarian authorization (unlike Putin), tortured Manning, persecuted record number of journalists, so on. In other words, Putin is not a "dictator" (see definition)
