The State of The Union address is intended to be directed to congress, not the American people. If this speech follows that precidence there’s no problem, otherwise it’s not really a SOTU address.

Nearly ALL of the personal who are needed to plan for & secure the Capital for hosting the Address are NOT being paid during the shutdown! It’s a gathering of all high level elected leaders & dignitaries-largest held outside of a POTUS inauguration. Postponing it is reasonable.
