How is "the President of the world's greatest largest superpower threatening nuclear war exclusively via this platform" not the absolute conceivable upper maximum of "threatens violence or harm against others"?

If Trump tweeted, "I will stab Kim Jong Un," surely that would be a TOS violation? So how is threatening nuclear genocide LESS severe than that? Because it's "more vague"??? Because it's an existential threat so overwhelming it's hard to even fathom its impact on an individual?
