280 characters isn't many, so I don't mean "people like smilies so give them more smiling faces" Rather, there are certain categories like faces in general which are consistently popular, so filling in more possible faces inspired by other sources of faces (eg comics)

If the usage data showed that people loved using random object emoji, I would be here for random objects! I was completely surprised to see such resounding support for plant emoji and now I'm like hmm maybe we need EVEN MOAR FLOWERS?

But objects and animals and foods are currently really really highly represented in new emoji proposals for the past few years, despite only being middling in usage And areas that show higher usage (especially gestures and weird faces) are barely represented in new emoji at all

The public doesn't get a "vote" on the Unicode Emoji Subcommittee, and there's probably no practical way of giving it one (Though members of the public can and do submit emoji proposals!) So the best proxy for the public's vote is to give due weight to usage statistics
