Scale certainly may be a factor, but not in some smooth gradient way. I've done hundreds of in-depth interviews with incident responders and not one is ambiguous on this topic; the hierarchical influence exists, whether leaders acknowledge it or not.

I’m now curious whether ‘leaders’ in that statement means strictly people managers/C level/VPs or also very senior ICs (say: architects/Staff Engineers)
