Honest question from a Canadian, I promise: Is ICE the problem, specifically, or DHS as a whole? (Thinking FEMA is probably fine, but I’m not sure about CBP or USCIS?)

I honestly think it’s a hard question to answer. But there is a lot of distrust with our government and their actions so people are on edge.

DHS has been problematic from the beginning. It was one of the things clearly already drafted when 9/11 happened, along with the Patriot Act and implemented in the weeks following. Several subagencies and things like the Coast Guard and FEMA are now under DHS but it's all sketch.

Ethically, most people want to avoid contributing to systems that kill innocent people. For many people, this includes the military and police. The current immigration system in the US has also been brutal and many people are dying because of it. So non-participation is good.
