What do you call something that you want to monitor that doesn't need to page?

I don’t have an answer, but I have an example: We alert on an AWS subnet reaching, say, 80% capacity, because it means putting time aside to provision more subnets, but it doesn’t mean “wake up and fix it”. We surface it in PagerDuty as a low-priority incident, but then what?

Does your do regular capacity planning to use the data captured by that indicator to then begin adding extra capacity?

It’s so infrequent that it doesn’t find its way into capacity planning. (We hit it for the first time ever, recently.) Complicated by capacity planning being very distributed here. “Triggers every several years, but when it does it’s critical” is a tough metric :-)
