Nah he’s doing it as the POTUS aware of attacks on those of Asian descent (many Asian countries have done far better than the U.S. at containing the virus btw). He wants to direct anger at Chinese gov’t, fine.
But he is knowingly throwing all things and people Chinese (or even simply resembling Chinese) into it by association — hence fueling the fire of xenophobia and anti-Asian sentiment
