    This act provides a reasonable level of consumer protection without incurring the compliance and regulatory costs associated with the California and Virginia regimes. The act recognizes that the economy, the general public, and consumers themselves are often well-served by allowing expected uses of data to proceed without consent. However, the act prohibits certain types of processing that create a high risk of harm to consumers.
