The logic goes, the websites where victims of trafficking may have been obtained should be held liable for violating anti-trafficking laws. But this is not a standard applied re: trafficking outside the sex industry, or else... a lot more websites would be liable.
#FOSTA is specific to prostitution and sex trafficking. It does not, say, allow domestic workers who have been trafficked to bring civil suits against Craigslist or Handy dot com (who is a supporter, btw, of FOSTA) or any other website where their services were advertised.
