yeah i don't really believe they should, and i think making -- and enforcing -- rules about threading (lol high-level) is what turns people off from using it. Let people know those are options, yes, and even preferred, but don't make rules like that.

I think most orgs just get a Slack account and basically tell people to have at it and never have discussions about how each person likes to communicate.

that's not been my experience, but i'm sure it's been yours. we talk about how we use slack quite a lot.
