By training, I mean organizations should have a conservation about whether or not to thread conservations and other high-level things like that.

yeah i don't really believe they should, and i think making -- and enforcing -- rules about threading (lol high-level) is what turns people off from using it. Let people know those are options, yes, and even preferred, but don't make rules like that.
