The child in this particular bar on this particular day is very not happy being here, but her parents are perfectly happy to let her scream for the last hour.

If a grown-up were screaming in a bar an hour, s/he'd get kicked out. Same should apply to the child.

Spritzenhaus in W'burg navigates this kinda well -- they get that kids are gonna be there on a slow afternoon and try to navigate the parents out before it becomes busy with drunk people. It's the parents who can't take the hint around 6 or 7 who begin to ruin it for all.
