An event for 3-5 hours and even if you wanted to buy a Shirley Temple you can't? That's not much of a party.
And also what? It's clear in the memo you CAN have a Shirley Temple if you want.

Whoops forgot Shirley Temples don't have alcohol. (Dirty Shirley?) But yeah a 3-5 hr party isn't a lot that like 8-11pm.

i just think there are 364 other nights a year to get yourself that extra drink on your own dime. limiting to two isn't gonna be the end of the world.
