      They changed a few of the colors to match the actual number of letters for each state's word.

      Graphics designers got to graphics design :) I would guess someone thought was useful to easily see states where shorter words have issues

      A skilled graphic designer would know how to present information in a way that informs. I don't imagine one was anywhere near this.
