Maybe I'm being more formalist here, but I guess I never saw it that way? Maybe it lacks the protagonist empowerment of an action film?
it contains two of the greatest action sequences ever filmed, though, which surely make it an action film?

I think that's a totally valid argument and I adore Children of Men, I just never saw those sequences as action in the "action movie" sense?

The car attack is filmed like something from a horror movie and the escape at the end is a pure chase scene.
