I have been the guy who asked someone to move their purse politely, & when they couldn't be bothered I handed them their purse & sat down.

I usually go and stand in front of the purse, clear my throat, say excuse me, and give a pointed look. This usually works.

I didn't use to do anything but then would see people say something and get a seat and decided I could be one of the get-seaters myself.
