From the station attendant's face, it seems like a lot of people had trouble understanding that sign. So yay I'm not an idiot!
Me and 7 of my closest fellow commuters just spent 5 minutes parsing an MTA sign to figure out if a train is running. Finally had to go ask.

I was kind and told the cold people at the shuttle bus stop there would be no shuttle bus shuttling.
