That was around 11pm, and I went back to the hotel that work was putting us up in. Next day, the snow is over, but no one is around, still.
So there are maybe 10 people, total, along the mall, walking around. And what I remember the most is the trees.

They've just had two feet of snow dumped on them, and everything is blanketed in silence, so the only sound is the trees. Cracking. Falling.

It was all the old DC Mall trees losing their loosest branches, with the most horror-movie-esque creaking sounds, for hours.
