if a person wanted to study latin formally without trying to get a degree, what should such a person consider? community college? ....online? i imagine i know at least a few classicists who might have suggestions

i am not in a rush and it’s not strictly necessary, i just think i’d like to and it might be helpful for future writing - something more than duolingo and less than a master’s

Joining others in saying get yourself wheelock’s to do the basics (which are mostly memorization, grammar and vocabulary, but very easy to do on your own), and then find yourself a nice 201 course to put all that to work doing some Ovid translation. That’s where it gets fun.
