This is insane but: what weather app do you like that isn’t the weather channel and isn’t accuweather ? (I have dark sky, I’m looking for pollen counts mostly.)

It’s not free but it’s cheap and the data is effectively the same as dark sky but not owned by Apple and the UX is good. And I’m a former weather cat. I should theoretically know. Plus
@yurivictor recommended it which should also count for goodness.
