who are these people who can source enough protective gear that they can afford to discard it so carelessly? My masks bake in the sun to presumably kill off any critters so I can use them again and keep this lone box of 20 viable as long as possible.

it has all presumably been used and discarded. A lot of things that are discarded properly in trash cans end up in the street around here. Or they fall out of cars when you open your door. Or slip out of a trash truck.
