ultimately, Michigan has too many school districts. Our rural county (https://en.m.wikipedia.org/wiki/Tuscola_County,_Michigan …), with a falling pop. (~50k), has 9 school districts (https://en.m.wikipedia.org/wiki/Tuscola_Intermediate_School_District …). I was blown away when I moved to DC to find surrounding counties had one county-wide district.
