oh for sure! but it's finding an audience through news organizations. what i'm getting at is the Justice Department doesn't exactly seem interested in making it easy to find the full text of the thing.
but i don't think that's at all unique to government websites

i mean, absolutely. there are plenty of websites that don't, can't or won't build their infrastructure to improve organic visibility. but if I were asked specifically how the Justice Department could make it harder to access this document directly, this is exactly what i'd do.
