I'm not sure how to parse "that a terrible mistake was made by somebody is easier to say now than to point out just where the blame for this destruction of human life may be placed" but it definitely does not sound like a call to action
They're literally saying they don't know who to blame yet. I do encourage you to read through the rest of the coverage.
