Anyone who wants it will start moving towards it or say "excuse me" - in a crowded train I should move and squeeze into other people for a person that does not exist yet?

so I did. but you know what? this particular train wasn't actually crowded. And whether it is or it is not, you're still being inconsiderate by not using the space effectively. Either sit, or move out of the way so someone else can.
