I was in the quiet car last month and there was a woman yammering on her cell phone the whole time. I felt weird policing her myself, and nobody else complained. We clearly all wanted to, though. I traded some eye-rolls with the other passengers.

There should be a special number you can text, or, ahem, account to tweet to that signals the conductor.
