Amtrak’s differing boarding procedures from station to station can “result in passenger frustration, anxiety, and confusion.” The report specifically highlighted Union Station as one of two locations (the other is New York Penn Station) that “merit particular attention.”
I know here in New York MTA gets all the attention for sucking on a daily basis, but I have a soft spot filled with rage for Amtrak's boarding procedures at Penn Station.
