No, at least Open University of UK is a university that gives you a full degree, just like any "normal" university. They also tend to have very good student evaluations. Here's a student's account of studying there.https://www.classcentral.com/report/open-university-insiders-perspective/ …

Open Uni UK also does really interesting work on learning and pedagogy. I followed the work by Buckingham Shum at Knowledge Media Institute closely, you'd probably enjoy the book Knowledge Cartography https://twitter.com/houshuang/status/1217367689443721218 ….

IGNOU is interesting - they have their own satellite. I wrote about them putting a lot of their material online many years ago (also Pakistan) http://reganmian.net/blog/2008/12/05/worlds-largest-university-opens-almost-all-its-materials/ … http://reganmian.net/blog/2010/05/21/the-virtual-university-of-pakistan-has-6000-hours-of-video-lectures-on-youtube/ …

IGNOU has more than 1,000 study centres spread out around India. There's also the Open University of China, serving about 3 million learners. It was previously called the Radio and TV university of China, but is now of course focusing on digital delivery.
