its not some tyrannical thing. No master loot places bad items on people they would never use and they CAN'T TRADE IT. That is so, so much worse than the 1 guild out of 50 that has some geek loot master

That's because the trap word was said and it's easy for him to respond (no) to that. Conversation focus ought to be on lifting ilvl restrictions on PL and sell that as a compromise; each owner of loot is a 'master looter' and is protected from shenanigans

here's an easy solution, make all pieces of meaningful higher item level actually useful and make a variance of 5 item levels for tradeability.

I personally have experienced guilds where the leadership used master loot to gear themselves only, giving the scraps to raiders and maybe trials. These guilds obviously and ofc had a high amount of flow through when it comes to raiders.

These guilds used to be considered bad in several aspects, including raid progression. They would eventually die out though, as they became more and more known and couldn’t sustain their roster constantly being replaced.
