What tier bonuses did was switch up the way you played your class every raid in some cases or incentivized talents you normally wouldn’t use. It’s the game just being the exact same talents/setup for multiple years that the tier problems help alleviate.

It also made them tune the classes more aggressively. The “Friday heroic week tuning” doesn’t even happen anymore because the classes are so similar raid to raid. When some sets where a 15% increase and some 3% they balanced accordingly now they actually afk.

I think that's completely based on what role you played. Calli mentioned tanks getting little out of their bonuses historically and this is true for healers. I could be wrong about tier sets and maybe the real issue is designers don't make fun bonuses for all 36 specs

adding onto this, its also a good way to test potential class changes. Ret did not get holy power from judgement for quite a while until a tier set had it, the spec was just better for it, and it became a staple of ret. Many ret players likely cant imagine it being different.
