My guild dealt with this by dying.
We raided until 10/12mm after that people got tired and we preferred to leave them free so they wouldn't get burnt to slands... so GG cutting edge but i love my little roster 
the answer is obvious, @KihraOfTemerity just freeze the ranks. Problem solved :D
Our guild does 1 night nzoth and then does movie nights on the other 2 raid nights to keep active. I don't care to raid at all, but in every guild I've been in, the "wants" hold the "don't wants" hostage and it sucks, especially if your burned out.
we are exactly in this position. what we do is clear nzoth every week in like 1.5 hrs with 1-2 buyers then just end the raid. 2-3 of us want to fullclear for logs but 5 other ppl just say "why would u need logs kekw", then the rest agrees and we go on with our day
