It's kinda crazy that they're only allowing on legendary atm. There are so many that look really fun and cool but everyone already knows which one they're wearing.
this Heart of the Wild iteration is a massively nerfed version of its previous self, if anything you should be buffing it not nerfing the legendary attached to it(that no one will use anyway because people will only wear throughput legendarys until you allow one of each)

Honestly half the time it feels like the team designing items gets completely ignored by the team designing balance and vice versa, because fun legendaries will never be used in competitive play. and even casual players like me almost feel obligated to prioritize power over fun
