This is how it works in FF14 and they had to add Shirk so it didnt fuck the tanks.
BFA taunt: 10% above current highest threat, generate giga threat while debuff was up
Shadowlands taunt: equal threat with highest threat, no threat increase. Literal DPS race with other tanks, if tank ST isnt balanced it will be hell for pugs

sounds like theyre trying to emulate ff14 threat but forgot that tanks in ff14 can also offload threat

for 2 XIV expansions, shirk didn't exist and provoke was the only tool you had. it was less than enjoyable. until ninja, we wished XIV had WoW's taunt mechanic. XIV provoke is not a thing to emulate unless they're adding threat tools elsewhere (i.e. stances/shirk/ninja).

I've been in normal raid pugs where with current taunt i can still grab aggro off less geared tanks who use it. This change will literally make lfr and normal raids a terrible experience for not overgeared tanks. You really need the change to not be a thing if its intended.
