I wonder what the perfect balance for accessibility is in wow. Somewhere inbetween legendarys being impossible to get early in legion, to there being a vendor for it. Do you think a vendor from the start would have been better? It’s probably somewhere in the middle.

In BfA terms, I suppose essences being available from the beginning, but the account wide vendor being available in 8.1/8.2?

Legion system + the vendor but make the legendaries on the vendor take ~2 weeks to get. You can still farm for RNG drops, but at the same time you are not wasting your time and can work toward getting what you want.

Also maybe less original Prydaz level legendaries in the mix.

Maybe the system is still based on drops but you get to turn the token in to a vendor? With a slow grind for a guaranteed one, slower than late legion, increasing later?

One huge problem comes from balance no matter how it is aquired. When some are way stronger than the others, targeting is better but will cause some to be totally "out of the game", while not targeting would give some people a useless legendary. Maybe 1 craft + 1 drop pre-raid

tbf, if some legendaries have no use in any specific situation, that's bad design. Legendaries should be targetted for use case (ST/AoE/PvP/Survivability, etc). If they excel nowhere, good riddance imo. Fix it.

Maybe something like the residuum vendor? You can purchase a random but save for a specific one. Starts off slow in the beginning and scales as the expansion does as to not accelerate power creep too fast.

no issues with items you can never get. but your overall performance must be sufficient w/o. "never get" means the effects are nice-2-have, not mandatory. ragnarok online had some nice ideas. golden thief bug card? never. can win without? ofc! +10 unfrozen? never. +4 enough? ofc!
-
at least for legendaries that is. for corruption items it should be valor. items drop and valor points add corruption effects. the gap between time invested vs luck must be smaller.

What if there was a vendor for corruptions that allowed you to put them on gear like there is for sockets? Using the echoes as currency

Stop making so much sense.
