Players want to feel rewarded by using their potential extra skill or player power. Not limited with everyone else by pulling one pack at a time, or not changing gear mid dungeon, or hitting multiple buttons in one global.

I actually like the aoe changes. I don't like the GCD changes but it is what it is. The aoe changes SHOULD make it easier to balance classes for single target and aoe. Also I hope they actually fucking balanced at least monthly if not biweekly.
-
Balance should happen after each major patch, each HC week and after the end boss of the tier died like 100-200 times

I get the AoE changes in specific situations (i.e. Unholy's stuff) but making everyone equally mediocre at AoE doesn't seem like a reasonable solution, instead actively going against the whole idea of what M+ is supposed to be about.

I think this is a good change. Melee especially are way too strong with uncapped aoe (some of which is automatic cleave). Having some classes capped at 4 or 5 while others can aoe large packs seems like a good change and seem to benefit some underrepresented specs in dungeons.
-
I also dont think this has very much impact on skill cap at all. You may think that this disincentivizes pulling huge mdi style pulls, but I would argue that this in fact is just another obstacle in making that huge pull happen. You now have to consider target cap of each class.

I love this change honestly. Using Ret as an example, Divine Storm hits like a noodle compared to what it did back in the day. Capping the targets means it can deal higher base damage, which it does on alpha and it feels great. Empyrean power procs felt amazing.

Divine Storm should be aoe only, if you want ST dmg use TV.
