Incentivizes having multiple characters of same class(everyone hates this), or sticking to one game mode which cannot be their intention.

If they make covenants hard to swap with them being clearly geared towards certain aspects of the game (m+, raiding, PVP) that will be one of the biggest dev mistakes I can remember.

Sadly i agree. They were told azerite system wouldnt work well in advance and they replied "sorry thats what the xoac is based around and cant change it:

how would you feel if they were only open world abilities and passives so no impact on raid, M+, PvP but did effect the world questing etc

Then why even have them? Why put so much into a system that exists only in content that is meaningless?

Remember that while one covenant might gear towards one area, the soul binds could go to another. So pick a covenant that isn’t that great for m+ but the soul binds are BiS for it

Oh this is a good point. So if they intentionally make it so the BiS covenant ability and BiS covenant soulbind for a specific aspect (m+, raid, pvp) will never be the same covenant. That’d be an interesting way to balance.
