No, Customer Support will not be providing Echoes for players who were not eligible at the time of opening. Make sure you log into your rank 3 characters first so that your account is marked as eligible for this system. ^KAL

Imagine being blizzard, finally giving us a way to get essences easily on alts, then managing to not tell everyone that you have to log onto a character that has the essences first to get echoes. Only blizzard could fuck this up so bad AND THEN not rectify their actions.
