Loyal to the end gives a lot of stats when someone with loyal to the end dies. And it stacks. So u can have some shamans die on pull and ankh for HUGE dps gain for people with loyal equipped. Its used now mostly to cheese bosses though.
There is no scenario in next tiers progression gear that you could out dps current gear loyal. No matter the fight.
