Vengeance(the tank mechanic in MOP) will be forever remembered for needing to be removed because tanks were doing way too much damage but the playstyle and defensive usage of vengeance was the best design they ever had for that role, fully in control at all times.
Resolve was a less fun worse version of that. Resolve was them literally trying to have vengeance without the offensive bonus. They just got the scaling wrong.

Oh I agree Resolve was definitely less fun and certainly less impactful. But dps hated getting beaten by tanks and so too did healers almost all of MOP. Lots of forum crying. Can you blame them? lol. But I think Resolve was better for balance and imo noticeable enough to matter.
