If this means that people only doing m+ will be stuck with heroic gear(+10 with chest rng) then this would be an awful change. Not sure if it's smart to force players to raid if they only want to succeed in pushing keys. M+ loot system will have to change aswell if this goes live

Hypothetically speaking... would there be more split runs for top guilds to get a shit load of these? More than in the past?

Obviously don’t see the game as you do, but to me I see a situation where you might be trying to squeeze just as absolutely many of these on toons if it’s doable on heroic and normal, to the point of doing nzoth with smallest possible group on as many alts as possible.
