Throttling is illegal, and they’re probably not doing it. If anything they may have oversold the node that you’re sharing with your neighbors (which they won’t admit to). There’s nothing you can really do about it except purchase a business line from them. ISP’s suck.

Throttling being illegal went out the window earlier this year in US if you didnt know, but yeah not much you can do other than bitch and hope for a fix. Or find a different ISP if at all possible.

Call them and tell them you know you’re being throttled. Calling out the ISP will usually make them back off. Or get Fios like me.
