I know this is unlikely but do you have logs you can share of the bug?
.@WarcraftDevs Prot warriors at the moment in Uldir(and i'm assuming other content) if you move out of melee range of a mob while having last stand or shield block up(100% chance to block) hits are going through unblocked.

if you're not in melee, they can't be meleeing you therefore it's not a melee. Blizz logic
