this cannot be put entirely on the states. the ventilators cost anywhere from $4000-$40000 each. The federal govt is going to have to pay a good chunk of that.

Why they are not ramping up without order? What is possibility there is no need for ventilatros? I would ramp up production, that would make more money in the end when could sell stuff from storages.
