Of course, the report only outlines goals — the big challenge is how to achieve them. Building affordable housing in Ward 3 will be expensive and politically challenging. Will more money be added to Housing Production Trust Fund for it? And what about local opposition?

Plenty of people asking why Bowser's plan doesn't set a goal of all 36,000 units being affordable. My guess: short of the city building public housing, the cost of subsidizing all 36,000 units would be astronomical.

Consider this: the $100 million D.C. was spending from the Housing Production Trust Fund every year was building or preserving around 1,100 units. So the cost of 36,000 units would be... well, do the math.

Where do those regions come from? Just hard to follow as usually numbers are by ward and I’m unsure of the boundaries or choices here for the map/table.

Those have been the areas used for all citywide planning, i.e. the Comprehensive Plan.

Is there any housing being built west of Rock Creek at this point?

There's the big development going up in/around the old Fannie Mae building (due 2022, I think), but the locals have been stymieing pretty much everything else.
